A leaked Best Buy memo, obtained by Engadget, says the retailer will offer a Technology Guarantee program starting June 26 to let people who buy Windows Vista Premium, Business or Ultimate computer upgrade to Windows 7 when it comes out in October.
Microsoft has said an overarching Tech Guarantee program will be available, offering upgrades to Windows Vista PC buyers. It's not yet clear if the Best Buy plan reflects that broader program or is specific to the retailer. Microsoft hasn't yet released details.
Best Buy will also presell Windows 7 upgrades online for a limited time at rates much lower than Windows Vista upgrades. Windows author Ed Bott predicts it will be "only the first of many deals to come from Microsoft’s retail partners" to get people to upgrade.
The Best Buy memo also takes a dig at Windows Vista, saying Windows 7 will be more than just a "Vista that works."
CNet News.com's Ina Fried has a summary of Microsoft chief software architect Ray Ozzie's appearance in Silicon Valley last night. Among other things, Ozzie praised the effort behind the recently unveiled Google Wave collaboration program but called the approach "anti-Web." He explained, "As a system, I think the complexity is an issue. The problem, the way the defined it is a complex one."

The company tells the paper that it will fix the ad before it airs, and notes that the Bing search engine itself gets it right.
